Secretary General

Objective and Organization:
The objective of the Ministry of Public Health, Social Development and Labor is to represent the interests of the
country in the fields of public health, health care, social development and labor.
The ministry is subdivided into the Staff Bureau, the Department of Public Health, the Department of Social
Development, the Department of Labor, Ambulance Department, Collective Preventive Services, Community
Development, Family and Humanitarian Affairs, Labor Affairs, Social Services and the Inspectorate of Public
Health, Social Development and Labor.

Position:
The Secretary General is responsible for the integral management of a large ministry with regard to personnel,
financial and material aspects and operations. He/she reports directly to the Minister of Public Health, Social
Development and Labor and acts as a sounding board. As an advisor to the Minister, he/she co-decides on policy
and staffing and has to manage cultural change processes, translate policy into concrete actions as well as
manage major strategic projects.
The Secretary General also functions as the liaison between the administrative organization and the political
leadership and ensures that the ministry can function smoothly and effectively.

Profile:
– Functions at a Master’s Degree level (work and thinking);
– Have at least 7 years of management experience in the field of public health, social development or labor; a
minimum of 3 years within a government organization and preferably in the Caribbean part of the Kingdom;
– Have knowledge of the constitutional relations and constitutional affairs of Sint Maarten;
– Have the capacity to organize and be able to determine goals and priorities effectively and indicate the time,
actions and resources necessary to achieve certain goals;
– Be a manager who is able to manage and connect people and form efficient teams that achieve results;
– Be impartial and have the ability to move independently within the network of Sint Maarten and beyond;
– Be able to form an independent opinion and properly communicate it;
– Have experience in bridging different interests and have an excellent understanding and sense of administrative
and political relationships;
– Have good knowledge of the English and Dutch languages, both spoken and written.
